GSA Alliant 3 Unrestricted GWAC
ABOUT THE VEHICLE
GSA Alliant 3 Unrestricted GWAC
The General Services Administration (GSA) Alliant 3 Governmentwide Acquisition Contract (GWAC) is a premier, multiple-award, indefinite-delivery, indefinite-quantity (IDIQ) contract vehicle for enterprise IT services across the federal government. Alliant 3 replaces Alliant 2 as GSA’s flagship unrestricted GWAC and serves as a primary channel for large-scale IT services procurement over the next decade. GSA has indicated its intent to seek a Best-in-Class (BIC) designation for Alliant 3; that designation is pending completion of an ongoing update to the BIC program.
Alliant 3 is designed to support governmentwide IT modernization, with a focus on cloud, cybersecurity, AI/ML, data, and emerging technologies, while consolidating duplicative agency contracts and reducing administrative burden. The contract operates under an “Anything IT, Anywhere” philosophy, enabling agencies to procure fully integrated IT solutions tailored to their mission, delivered anywhere in the world.

FEATURES AND BENEFITS FOR FEDERAL AGENCIES
Why Use Alliant 3?
Alliant 3 is the ideal vehicle for federal agencies seeking flexible, scalable access to world-class IT services without the burden of standing up a new contract. Pre-competed and pre-vetted, the vehicle eliminates duplicative acquisition overhead while delivering full competition at the task order level.
| Benefit | What It Means for Your Agency |
|---|---|
| No Maximum Ceiling | No dollar cap at the Master Contract or Task Order level. OCOs set task order ceilings based on mission need, with no ceiling to exhaust. An unlimited number of task orders may be placed over the contract’s life. |
| 10-Year Ordering Period | Supports decade-scale IT investment planning. Task orders can extend beyond the contract base period as long as they are issued during the ordering period. |
| Pre-Competed Authority | Full Delegation of Procurement Authority (DPA) from the GSA PCO. Ordering contracting officers issue task orders directly, with no new contract needed and no J&A required. |
| Global Delivery | IT services delivered anywhere in the world in support of civilian and defense missions, including National Security Systems (NSS) per FAR 39.002. |
| Flexible Contract Types | Supports all contract types (FFP, cost-type, T&M/LH) and mixed CLIN structures within a single task order, aligned to task complexity and agency risk preference. |
| Streamlined Ordering | Fair opportunity competition via eBuy or direct agency portal. Simplified two-step evaluation processes available to balance speed and rigor. |
| Elite, Pre-Vetted Partners | A carefully selected pool of prime contractors evaluated on technical capability and past performance. Agencies access proven industry leaders without individual vetting overhead. |
| Category Management Aligned | Alliant 3 is aligned with federal category management goals. GSA intends to pursue a Best-in-Class (BIC) designation; that designation is pending completion of an ongoing update to the BIC program. Using Alliant 3 supports category management objectives and reduces total cost of ownership. |
HOW TO ORDER
Placing a Task Order Under Alliant 3
Alliant 3 uses a straightforward fair-opportunity ordering process consistent with FAR 16.505. Here is how to initiate a procurement:
| 1 | No Maximum Ceiling | Request a Delegation of Procurement Authority (DPA) from the Alliant 3 PCO. Once granted, your CO is authorized as an Ordering Contracting Officer (OCO) for Alliant 3. |
| 2 | Plan Your Acquisition | Conduct acquisition planning under FAR 16.505 and agency policy. Confirm your requirement falls within Alliant 3’s “Anything IT” scope. Performance-based structures are strongly preferred. |
| 3 | Issue Solicitation | Draft and issue a task order solicitation (RFQ/RFP) electronically via eBuy or your agency’s ordering system. Include evaluation factors: typically technical, management, past performance, and price. |
| 4 | Compete and Evaluate | All eligible Alliant 3 contractors must receive fair opportunity to compete. Streamlined two-step evaluations are available. All pricing is evaluated at the task order level. |
| 5 | Award | Award based on best-value determination. Task order performance, administration, and closeout proceed under standard agency processes. Contact Credence to begin the conversation. |
